How do you colour images on photoshop?

I've seen people with images that they've drawn then coloured on photoshop or another image editing program. How do you do it? What tools are used? Do you need to outline your lines with a black ultra-fine Sharpie before you scan?
Sorry, I just have no idea what I'm doing. I've drawn a few sketches that I want to colour.

I do outline my lines before scanning.

when colouring with photoshop I use the basic brush tool
and then the magic wand for tricky places.

thats the easiest way I know of
